who to charge, how much for each, and how to allocate any
leftover amounts.

sure all court orders are enforced. The system has a
flexible liable party mechanism for dependent wards, and the
system will make sure all parties get charged according to
court orders. In addition, the system has multiple rules
for pay caps, overall and categorized, and will ensure no one
gets billed more than legally allowed based on court ordered
reimbursement guidelines. And charges can be made that
bypass pay cap rules automatically based on the billing
category.
